Quotation at 1€ thanks to Energy Saving Certificates in the tertiary and industrial sectors: good or bad plan?

You have probably heard of attic insulation quotes at 1€ for individuals.

At first impression, this type of estimate may seem fraudulent, but this type of offer is in fact the result of an optimization of aid for the financing of work aimed at reducing energy consumption and the use of Energy Saving Certificates (CEE ).
Is it possible to benefit from quotes at 1€ for tertiary and industrial buildings?

The answer is yes , subject to the eligibility of the project with regard to various technical criteria linked to the reference technical sheets.

Reminder, what are EWCs?

The CEE system was introduced by the energy law of July 13, 2005 (POPE law), which aims to encourage professionals and individuals to carry out work aimed at saving energy.
This system obliges energy suppliers (EDF, Total, ENGIE, etc.) to promote energy savings by promoting the advantages of optimizing energy efficiency to their customers.

These energy suppliers have a quota to respect and undertake to reduce the energy costs of their customers through technical diagnostics or financial participation in the purchase of more efficient equipment. These services generate CEE certificates constituting proof of the savings generated, including the amounts of subsidies.

If the quota is not respected, these energy suppliers are penalized financially, hence their interest in promoting this energy saving work.

Standardized CEE operations sheets.

The main areas related to energy savings are listed in the form of standardized operation sheets. These are divided into different areas: agriculture, residential, tertiary, industry, networks and transport.
It is these sheets that make it possible to know the conditions of eligibility according to the work envisaged as well as the amount that can be collected at the end of the work.

While these sheets all have their own application, certain parameters are common to many sheets and favor the amount of the premium.

What are the parameters influencing the CEE amounts?

For the tertiary and industrial sectors, the advantageous parameters per sheet are indicated in the appended tables.

In summary, we find that the most advantageous parameters in general are:

  • Climate zone H1 for insulation and heating solutions
  • Actions on combustible heating have advantages over electric heating
  • Sectors such as hotels, health, catering
  • In an industrial environment, continuous site operation in 3×8 hours without stopping on weekends

These general parameters are to be coupled with a physical quantity such as power, surface. The higher these quantities , the greater the premium .
Finally, a parameter independent of the sheets is the amount at which the CEEs are sold . The price varies according to the CEE delegates .

What are the most advantageous standardized operation sheets?

It can be seen that the highest coefficients in the standardized operation sheets generally concern heat recovery.
In particular, the sheets concerned for the tertiary sector and industry are as follows:

Depending on the power recovered, the amount of the CEE premium can very easily cover the investment.
